Liaoning Qianfeng New Energy Automobile is a Chinese company part of Liaoning Qianfeng Special Vehicle Co., Ltd. and located in Taiwan Industrial Park, Tieling City, Liaoning Province. It is a passenger car factory that manufactures new energy (pure electric, gas and electric hybrid, LNG) buses, commuter cars, coaches, RVs, electric logistics vehicles, etc.
The Qianfeng New Energy Bus Project is one of the key investment projects of Tieling City.
In 2018, a delegation of Liaoning Qianfeng Special Vehicle Co., Ltd. paid a visit to Romania and signed a cooperation agreement with METEOR Industrial Park. Chen Qiufa, secretary of the Liaoning Party provincial committee, personally attended the signing ceremony.
This cooperation is intended to build a 100% electric bus production plant in Romania, with an estimated annual production of 3,000 vehicles. According to the agreement, in the first stage of its implementation it is expected to make an investment of about € 50 million and create about 250 jobs, and then the financial contribution will be another € 50 million.
So far, though, nothing has happened.
However, the place was not chosen by chance. METEOR Industrial Park in Băicoi, Prahova County is owned by the Chinese capital company Meteor International Import Export. In fact, the contract between the two parties was signed by Liu Shiyu (YingKou YuYuan Industrial Co – the investor from METEOR Industrial Park in Băicoi) and Frank Xu (Liaoning Qianfeng New Energy Automobile Co).
Liu Shiyu founded Meteor International Import Export SRL in 1994 in Bucharest and then moved to Băicoi in 2011. He bought, from various private individuals in the area, about six hectares of land where it initially built an industrial hall, with an area of 3,000 square meters, out of a total of 7 such objectives. Thus, he set up the first industrial park with fully Chinese capital in Romania, investing 3 million euros. The money comes from both the budget of Baiqiuan City and the Liaoning County, but also from individuals being a public-private partnership. The Chinese’s dream was for the industrial halls to house small factories for processing plastics, clothing and knitwear, for the production of construction materials, etc. So far, he has managed to open only a plastic packaging factory. More specifically, a plastic bags factory. Now it has the chance to occupy the rest of the spaces if the electric bus factory is to be built.
